New Renewable Energy: On-site Self-Consumption ≥ 60% — A Rigid Target & New Track On January 9, 2026, five ministries including MIIT issued the Guidelines for Industrial Green Microgrids (2026–2030), steering industrial energy transition for the next five years. A core rule: new solar, wind and renewable projects in industrial parks and factories must achieve an annual on-site self-consumption rate of at least 60%. This means: • Rooftop PV power must be mostly used on-site, not fully sold to the grid. • Distributed wind must prioritize power supply for park enterprises.  60% is a red line.Industrial green microgrids are no longer optional — they are mandatory. What Is an Industrial Green Microgrid? More than PV + energy storage.It is an integrated energy system combining renewables, heat pumps, energy storage, hydrogen, waste heat utilization and smart energy management. It supports grid-friendly interaction, island operation and deep integration with industrial production.
